Mayor Vicente B. Bermejo had invited for a dialogue recently
with prospective bidders, suppliers and providers of needed
office supplies, equipment, facilities and / or materials
by the city government in accordance with Republic Act No.
9184, otherwise known as an Act Providing for the Modernization,
Standardization and Regulation of the Procument Activities
of the Government and for other Purposes.
He emphasized to them including department
heads of offices in the city government transparency in the
procurement process and competitiveness by extending equal
opportunity to private contracting parties who are eligible
and qualified to participate in public bidding.
He also required department heads to prepare
an Annual Procurement Plan where all procurement needs should
be meticulously and judiciously planned by the procuring entity
concerned. He also required them to prepare and submit a flow
chart on procurement processes to enable clientele how they
would go about – step-by-step including the number of
hours/ days the procurement process to be undertaken.
The mayor said that if the bid cost of materials/ supplies
is less than P50, 000 this should be done through “shopping”
or by canvass. If more than said amount, it’s by public
bidding.
