city Social Development Council (SDC)
has been established for the city to effectively deliver
the social services to its constituents through the
different programs under health, education, shelter,
and social welfare. The various programs that address
issues concerning social welfare services are:
- Health services
- Family planning
- Population awareness and sex education
- Self-employment assistance
- Practical skills training
- Adult education
- Non-formal education
- Nutrition
- Low-cost housing and
- Livelihood
A total of forty-eight (48) day care
centers in thirty-eight (38) barangays are being operated
by the Department of Social Welfare and Development.
Also functioning in the city are St. Loise de Marillac
Home for the Aged and the St. Joseph de Cotolengo Orphanage
which are both privately owned and operated.
There are sixty-two (62) schools in
the city, forty-nine (49) are public, ten (10) are private
and three (3) are vocational/technical. Of these educational
institutions, those that cater to the post secondary
level of education are (1) public and four (4) private
schools. In addition to the existing educational institutions,
four (4) computer schools cater to the computer technology
learning. Internet facilities are also available.
Children in Roxas City are aged 0-19
yrs. old. They comprise 46.29% of the Total Population
in 2005. The 2005 Projected Population of Children of
varying ages are as follows: under 1 yr. old –
3,192, 1-4 age group 12,621, 5-9 age group 16,480, 10-14
age group 15,724, 15-19 age group 14,522.
In children ages 3-5 has a population
of 9,434.5. It shows that only 2,345 or 24% of children
of school age are attending preschool education. Among
6-12 years old, 22,618.4 population, only 22,711 or
100% attended elementary education. About 14,930 or
123% are in high school, with the population of 12,098.4,
ages 13-19 years old.
There are ten (10) pre-elementary schools,
ten (10) elementary schools, eighteen (18) high schools
operating in the city.
Government health facilities in the
city include one (1) hospital, a city Health Center,
seven (7) Barangay Health Stations and a Chest Clinic.
Privately owned and operated health facilities include
four (4) hospitals, four (4) diagnostics centers and
a number of medical and dental clinics.
In year 2001 from government & private
hospitals & the City Health Office Roxas City has
216 doctors, 1,616 nurses, 55 midwives, 11 dentist,
13 pharmacist, 37 medical technologist, 15 rural sanitary
inspector, 5 dental aides, 70 administrative personnel,
4 laboratory aide, 2 health educators, 10 utility workers,
4 drivers, 18 x-ray technicians, 6 pharmacy aides, 30
nursing aides, 1 social workers, 5 dietician, 2 nutritionist,
10 cooks, 3 food service workers, 9 institutional workers,
3 laundry workers, 1 clinic aide & 1,282 community
volunteer health worker.
CHO alone has 11 doctors, 13 nurses,
23 midwives, 6 dentist, 4 medical technologist, 15 rural
sanitary inspectors, 5 dental aides, 8 administrative
personnel, 1 laboratory aide, health educators and 6
utility workers.
Roxas City is a place known for its
tranquility. To this day, it still lives up to its being
peaceful. The PNP Station Command is active in its role
as gatekeeper of peace and order. For fire protection,
the Roxas City Fire Station has three (3) serviceable
firetrucks with a water capacity of 4,000 liters each
and thirty-nine (39) fire hydrants. The Capiz Citizens
Action Group (CACAG), a private volunteer organization
has two (2) firetrucks and is active in supplementing
the services rendered by the Bureau of Fire Protection.
There are thirteen (13) civic organization,
thirteen (13) religious and ten (10) professional groups
in the city of Roxas. Known non-government organizations
that actively participate in the development task of
the City are the Gerry Roxas Foundation, Inc., Capiz
Women, Inc., Capiz Federation of NGO’s (CAFENGO),
Capiz First Federation of United Cooperatives, Inc.
(CAFFUCI), Capiz Multi-Purpose Cooperative, and REACT
Halaran Group.
